Agents SHOULD report this state when foreground work cannot progress without
user action. Pending permissions or elicitations alone do not imply this
state if other foreground work can progress, or if the requests belong only
to independent background activity. Once reported, agents MUST report
running when progress resumes, or idle if the work ends without resuming.
Responding to one request does not itself imply running.
The _meta property is reserved by ACP to allow clients and agents to attach additional
metadata to their interactions. Implementations MUST NOT make assumptions about values at
these keys.
